Problem/Bug World Guard not denying pvp in spawn with pvp denied

I have a server i am op on and am trying to deny pvp in spawn, the region is defined and the flag 'pvp' is set to deny. Plugins are as follows:
GroupManager
AutoBroadcaster
WorldEdit
MassiveCore
Vault
ClearLag
WorldGuard
Essentials (Essentials chat Aswell, Essentials Spawn)
Auctions
Chestshop
And Factions.

And there is another problem. Essentials kits dont use the cooldowns and the kits can be used infinite amount of times whenever they feel like it, if u know how to fic, please do tell.
