[WIP][WGEN] The Fractal World - with a new WGEN algorithm

This plugin allows the bukkit to create a new world named Fractal.

Commands:
/enterfractalworld - type this to enter in the Fractal World
/leavefractalworld - type this to leave the Fractal World

There is some animated NPCS (like "new mobs") in this dimension that are generated automaticaly.
