View-Only Chests [Filled]

Suggested name: View-Only Chests

What I want: Certain chests can be opened by a player, but items inside cannot be taken. This way, for example, a chest could contain all the items inside an Essentials kit for players to see but not be able to take. I can't seem to find this functionality anywhere, and I believe it would be a valuable asset to many servers, including my own!

Anyway this can be accomplished is fine, as long as it doesn't block players from using their own chests. Maybe a sign could be placed on the view-only chests that tells the plugin which are view-only? I don't mind, as long as it fulfills my specifications!

Ideas for commands: (Suggestions) /vochests set (x, y, z) - This could be a way of marking a chest as a view-only chest. Only a suggestion!

Ideas for permissions:
vochests.view (Permission to view the contents of view-only chests)
vochests.edit (Permission to edit the contents of a view-only chest)
vochests.create (Permission to create a view-only chest)

When I'd like it by: Whenever possible!
