[URGENT] Connection Refused: Connect error!

Ok. So, a while back, all my friends could connect to my server. But now, everybody gets a connection refused: connect error, even me! (But of course, the internal ip works because, well i AM running the server.) It happened after i tried to get a no-ip.org address (even though i have a static ip) and it worked, but after a while it started to get a connection refused: connect error. I have disabled no-ip, but it still gives a connection refused: connect error. Please help!

Never mind, i port forwarded the wrong ip.
