Urgent Bukkit Break/Build Error

    hello,
    I have recently updated to bukkit 1.4.6 beta build and none a my players can build.
    I have checked the plugins and found no errors.
    My players just say that the server tells them that "you can not build here."
    i have checked and made sure that they were outside of my world guard regions
    Although i do get this weird error:
    Any thoughts?
