Solved UFT8 encoding library or "converter"

OBS: I don't know if what I want is the UFT-8 encode, so I'll update the title if it is not what I want

I'm sure that I saw this 1-2 months ago on the resources section, but I can't find it on my history or anything like that.

I want to create a messages/language file and on Portuguese (and other languages) we use letters like á, é, ê constantly and I would like to have them on my plugin without having to convert on Notepad++ on every change I make on my messages file using the plugin.
