Transmutr: Updating BlockTransmute

Can someone please help me? I am trying to update a plugin found here:

but I am having little luck on getting it to work. I am trying to get it to hook into Permissions, but, even without the hooks, despite the fact that it all looks like it should work, it just doesnt. Heres the link to my code: https://github.com/Ziddia/Transmutr

What exactly is the problem you're having?

 

Look at this code I just clean it and hook it with Permissions. If thats what you are trying to do.

@Edward: I updated it and tried to make it so diamonds would turn clean stone into a diamond block. It didn't work. Also, although I thought I hooked it right, it refuses to tell me "Transmutr: found Permissions" or whatever it is when it hooks in.
