/tptoggle adds 3rd option: automatically accept all tp requests

Plugin Name: tptoggle
Version 1.12.2+
Description: this will add a 3rd tptoggle option to essentialsX so the 3 options will be:
Teleportation disabled.
Teleportation enabled.
Teleportation set to always accept.

Note: the 3rd option will ignore all /tpahere requests. All messages need to be configurable. Also don't forget that admins need to be able to /tptoggle <player>

When I need it by: hopefully less than a month, but doesn't matter.
