Towny question - Limit who can create towns

I have a couple of requirements for a server I'm working on.

A) Players must get a signed charter to start a town.
B) Charter must be approved by that Nations King.
C) Must pay $X (in game currency) after getting approval to start the town.
D) Town must join that regions nation.

I also want to know if I can limit a nation to a region through WorldGuard and limit towns in that region to be only in that Nation. I hope this makes sense.
