   The idea of bukkit is to give everyone a equal chance, so by having it done by most recently updated, it gives the new plugin dev's a good chance to get there plugin noticed. If it had the top 20 plugins on the first page, owners of servers probably wouldn't continue looking through the bukkit plugins!
