This is an idea from MCPVP. If you have played on main, you would know that you on MCPVP, you can't teleport when you are in spawn and you would have to wait 10 seconds to teleport if anyone is by you. If no one is by you, you would teleport instantly, even if you are taking damage. Also, when you teleport, you can't attack for 10 seconds. If possible, all the messages that are displayed and the time that a player has to wait to teleport should be configurable. Also, this plugin would need to be compatible at least Essential's teleportation perk. If possible, all teleportation plugins. Last thing: There need to be one world gaurd commands: /region flag [spawn] TeleportSetSpawn. And if a player tried to teleport from that region (spawn) it will display a message like "You cannot teleport within spawn" (which should be configurable).
