Talk as someone else!

Hello! I want a plugin that I could use to talk as someone else, even when that person is not online! And their prefix as well. Has this been made? Here is a example! /fakespeak Minecraftpro13 Hello! Imma pro!

[Guest] Minecraftpro13: Hello! Imma pro!

What if the player has never joined the server? Would it still work for those players?

 

There is a plugin called TalkAs that does this.

It works with Prefixes, but does not work with offline players or players who have never joined the server
