Suggestion : configurable global item mapping

I don't know if this is the right place to put it, but I had a suggestion. Instead of every plugin using its own item name mapping (0:air, etc) or using the sometimes not-intuitive "official" mapping (DIAMOND_BLOCK), especially for foreigners, could it be possible to have a configurable global item mapping? say, a item-values.yml file at the root of the folder so that all plugins can use it?
