Filled Style Names Without Changing

Suggested name: Style Names (Don't matter)

What I want:
I'm looking for a plugin that is similar to /nick but without users changing their name, but allows color and/or formatting codes inserted anywhere in their name.

Example,
"/style &aJoe&6zilla&d&l903" translates to Joezilla903 the plugin will allow, yet rejects "/style NotMyUserName."

I understand there are many name formatting plugins out there but they have a predefined color and/or format code at the beginning of the name (colorme), or allows players to change their name completely.

Ideas for commands:
/style <name> [player]

Ideas for permissions:
Basic
style.use - Use /style
style.other - Use /style on others
style.color - Use colors in /style
style.format - Use format codes in /style (Except &k)

Advanced (optional but would be very nice addition)
style.use.# - The number of codes allowed (for different ranks)
style.color.(color code) - The ability to use that color.
style.format.(format code) - The ability to use that format

Sounds simple enough I'll see what I can do for you.

Wont have time to setup anything complicated, I can make a simple version without the advanced features.
