Well, exactly what the title says how about a plugin that slows basicly any monster and/or player around you giving yourself realtime speed and them slowness much like "Immortals" the movie only in minecraft (This can easily be done if your a coder <not like myself> you can just replicate water or use a potion effect to get this) and you should bind it with a command or armor how about when a curtain type of enchanted gold armor is worn it slows time around you within a set radius?
