Filled SilkTouchMine Plugin Request (Should Be Simple)

Plugin category: Utilities.

Suggested name: SilkTouchMine

What I want: I'd like a plugin that prevents players from minning spawners without silk touch.
I'm using SilkSpawners, But when a player tries to mine a spawner without a silktouch enchantment, the spawner breaks.
I need a plugin that instead of letting the spawner to break, it will make that the spawner won't break and it will send a configurable message to the player (Such as "You must use silk touch pickaxe to mine spawners!" or something else i can set in config.)

Ideas for commands: No commands needed for this plugin.

Ideas for permissions:
ssm.reload = Reload the config if there is any.
ssm.bypass = Bypass the silk touch preventer and break the spawner without silk touch.

There is a configuration file provided which allows for basic chat message changing such as the message given to the player if they don't have Silk Touch as well as the ability to change the prefix which goes before each message to do with the plugin.

The permissions I used are the ones you gave me and the command I made to reload the configuration is /stmreload. Enjoy!
