Problem/Bug Setting up permissions for Hunger Games and Warps

    I'm currently trying to make a Hunger Games (1.12.2) arena with mods, and for the sake of testing the game, i invited my friend on the server, and asked him to join the arena, either through /hg join arena or the sign which i conveniently placed at a lobby, but: "You do not have permission to use: /hg join"
    and he also can't use /warp, because he DOESN'T HAVE PERMISSION.

    i found hunger games permissions on a russian site but i don't know how to write them
