Its like world guard that players can use (the world guard flags)..but mainly block placing..I have sperflat creative world for my server and i dont want to protect it my self i want ppl to make section and than build there without anuwhone griefing it..I know it exists cuz i saw it at one server... Before you go ahead and make this you should look really carefully at the different ways worldguard can operate It Is already possible in worldguard to allow normal users to build a restricted amount of regions with a restricted amount of size Since with "//sel poly" a worldguard region can be an irregular shape. you can already have almost exactly this effect for Normal users (not admins) just with world guard.
