RPG Essentials NPC Problem

Well I just download RPG Essenials for spout and everything works fine as of now but I have this really irritating problem with the NPC's when you first create one all of the commands and work (Note: that I have ot test all of the commands) But their is one I have a question about I put armor on the NPC's and

I turn the server off to restart it and the armor is gone a similar plugin called Citizens had the same problem only not only the NPc's armor would go away but the Npc itself would to. So does anyone have this issue? am I doing something wrong? is it a bug? please comment.
