Right-Click Block to Add/Remove Effects

    I am creating a plugin that will toggle jump/speed effects. So it spawns you with a redstone_lamp_off and when you right-click it, it adds those effects, and turns it into a redstone_lamp_on, but I cant seem to get it to turn into a redstone_lamp_on, please help! I will provide code upon asked.
