Restricting /item plugin?

i wanna make a build world but i dont want to give my users access to some items such as lava or bedrock. would it be possible to make a plugin (permissions style) to grant people as many items as they choose as long as it isnt black listed?

as in...
/item SIGN 64
or /item 323 64

but not /item BEDROCK 64
or /item 7 64

 

i'll have one released in the next few days! it's almost ready.

OddGive fits your requirements (except for using /i instead of /item).
