[Request!] Get a permanent potion effect at a certain level

Hey!
What i want:
I wan't a easy plugin that adds permanent potion effects if you are a certain level.
I wan't this to be configable.

Let's say that i want more health at level 85. then the plugins add a permanent potion effect called "Healthboost" and you get more hearts!
Commands:
/leveleffect toggle
/leveleffect globaltoggle

Config:
I want this in the config:
-wich levels should a potion effect be added, and wich?
and the level of the potion.

EDIT: the config could look like this
85: health_boost 5

(means when over level 85, you get health_boost level 5 permanent)
and then i wan't to add custom things if i want to like:
105: strength 2
(at level 105 and above, strenght level 2 permanent)
Permissions:
And also, a permission like
leveleffect.use
so players that don't have the permission won't get the potion effect.
leveleffect.toggle (for toggle command)
leveleffect.global.toggle (toggle for all players)

Another thing that you can try to add:
I don't like the bubbles, when the potioneffect is added, so if there is a way to get the potioneffect without that would be nice. Else, I can change that in the video settings

 

Yeah, that's client side, it'd be impossible, or very hard, to remove that effect, since it would most likely require recoding potion effects from scratch (losing out on features like the inventory announcements and such)
