As far as I know, this would be impossible to do server-side. But I did see a single-player mod someone made that applies the metadata used in wool and the recoloring code for grass to all (some) blocks. This means no new block id's. I would think if this was turned into a bukkit plugin, people who didn't have the client-side mod could still log in to the server, they just wouldn't see color. Then people with the mod would see the colors. Sadly, I do not know how to code in java (I'm learning, though!) so I can't make this. It seems like it would be possible (and I good idea!), though.
