Republishing an abandoned plugin [Obsidian Destroyer]

A while ago I found this plugin called ObsidianDestroyer. Since then however, the developer has disappeared and no one can get in contact with him.

What do we do in this situation?
There have been a few that have updated the plugin and I see posts everyday asking for such a plugin or an update to it.

Would it be okay for me to republish this plugin?
I have an up to date version of it ready and worked with another dev to make it work with his plugin, Cannons. But we are stuck in that we/I can't publish it for the users, and can't get in contact with the original developer. All source code is available on GitHub and that is currently the only way anyone can find the update for it.

I would like to make a page for it on dev.bukkit.org but am afraid of it being removed. I also cannot find an easy way to message dev.bukkit.org moderators for them to review the issue and make the call.
