Filled /report plugin

Hello, can someone make a plugin for me. It's a "/report (name) (reason)" plugin
like "/report Kakotu Killaura" and then it says "&3You have reported&bKakotu&cfor&bKillaura."
For all the staffs it says "&4CaptainElsa &chas reported &4Kakotu &cfor &4Killaura."
But to see the message you need the permission "report.notify" and to report a player you need "report.report"
i also would like "report.reportlist" and "report.reportsclear" Is possible i would like to have access to edit the message.
someone up for this? I would preasuate this really much if someone take their time to make this. (Sorry for my bad english im from Sweden)
