Redstone timer (Project Canceled)

What I want: I would like to get a simple plugin made (At least I think it's simple). Here is a picture of how it should work http://imgur.com/a/T4jEz all this plugin should do is delay the redstone passing by the sign. Let me explain. As the redstone is going to pass by the sign, the sign should just delay the redstone by however many minutes or seconds is on the sign and after the delay it will pass the redstone current or signal to the other side.
here should be the format for the sign.
[RST]
(Number for minute or seconds)
(Minute or second)
the maximum number that should be allowed for (Number for minute or seconds) is 60
An example for the sign is
[RST]

Ideas for commands: none

Ideas for permissions: rst.use (Lets the player make a RST sign)

When I'd like it by: 7/11/17

 

What should happen, if you send another Redstone-Signal thru the Sign, before the first one finished?
Reset? Just add to Executor?

What about resetting/disabling?

 

If another signal passes by it while in the countdown thing it doesn't affect it at all and instead that 2nd signal should just be disabled

Is it okay, if the Sign Powers every Block around when the Timer ends?
This would mean, that possibly some Redstone Power will flow back (in this case to the Button, no big deal)
