Really good item spawning restrictions (X amount per day?)

Hey im looking for a plugin, or someone to create a plugin that restricts all spawning ability (based on group)

i have a mod and admin group, and i want the admin to be able to spawn whatever, and the mods to only spawn a limited amount of items based on ID, and perhaps a set amount per 24 hours

example:
admins can spawn infinite amounts of any block
but mods can only spawn: 300 stone, 200 grass, 500 planks, and 500 cobblestone, every 24 hours (realtime, not minecraft time)

if anyone can do this, i would be forever grateful and if a plugin like this exists let me know, i have looked around, and havent found anything :\
