Question Rank Managing Help

I wanted to make a plugin that i am making compatible with Easy rank up. I would like to make it so when a player get's a certain amount of kills it would rank them up but I do not know how to do this if someone could help me. I would like to make the amount of kills and death and rank's to give in a config.
