Problem/Bug QuickShop Not Working Please Help

Quickshop wont allow me to make a shop nor does it say anything when i click on the chest to sell the item.
when i type /qs all the commands come up and when i type /plugins quickshop is green and enabled.
Here is the permissions i put in
