Pvp/Combat Plugin

I was wondering if anyone can make a plugin that blocks people from going into world guards region with no pvp. For example if someone is pvping and they are about to die and there is a region that has no pvp and is sticking out one block with no pvp they run to that block but it blocks them with red glass or they just cant go in. If this already exists please say the plugin in the comments
