   Hi, i sell regions with simpleregionsmarket on my server. But when they buy the they can't even place or delete blocks on it because i have a no break/place blocks plugin on my server. Is there a way to take those 2 plugins from that area??

   It seems like you answered your own question. Remove the plugin that blocks a break/place plugin.
   
   You can remove plugins by dragging them out of the plugins folder.

   Can you explain your post in full detail? I didn't really understand the situation.
   But try these solutions:
   1.) Remove all protecting plugins except WorldGuard
   2.) Give your players the essentials.build node
