problem with PVP, help me.

hello everyone, for some time all the players on my server can not hit it. me as Administrator I get to hit other players. So it's not a bug but a missing permissions somewhere. I look everywhere and everything "PVP" is well and truly a "TRUE" I'll give you a list of my plugins, you may be helping me.

my server and all plugins are up to date, I'm in 1.3 stable. the problem was already existing on 1.2.5
