Question Problem with build permissions.

So basically, I have everything finished in my factions server except for Shop and Permissions. So I used World Edit to select the region and expand vert and everything then I blocked it from Editing and everything. So I went into my Permissionsex file and this is what it looks like: http://pastebin.com/GSKbF8tF I have deleted the Essentials.build perm because I don't want them to build. But then they cant build anywhere. But if I add that then WorldEdit doesn't do its job.
Please reply ASAP.
