No clue. I learned a few days ago that the extension .xml is also used as a database in files.

Project Object Model, apparently

 

The pom.xml file is for Maven projects. It gives what to build, where dependencies are, etc.

 

pom.xml is the file that tells the program that compiles and packages the CraftBukkit .jar file what the file name should be, amongst many other things.

In short, 1.1-R4 is "R4" because the pom.xml says so.

In more detail, pom.xml is the file that directs Maven how to build CraftBukkit.
