Pop up message plugin

Hello, I own a server and I have been frequently seeing this cool feature in various minecraft servers. Basically when a person does or accomplish something a message runs across the screen. For example, you win the survival games and a message runs across your screen saying "Played has won the survival games". I want this plugin to be fully configurable with different times when certain message pop up. I also want to configure what each message says. What do you mean accomplishes something? This is most likely impossible unless the plugins you are using are either custom or have an API.
