Poition Sword/Item [1.7-1.8]

I want a plugin that can give Poition Effects on player like Nausea Blindness Poison Slowness and i want it to be a chance if the poition like if there was a config it would say Chance Of Poition: [1-100]. And the poiton should be on the enchant list that say what poition/effect and duration. And the effects name on the sword.

My ideas of the commands:

/addeffect <effect type> <level> <duration>
/deleffect <hand>

And i dont want any extra particles.
