Plugin that clears cobwebs

ok so the idea im thinking of is when you shift right click whilst holding the dragon egg. it clears all cobwebs in a 7x7x7 (In a circle with white particles around the edge when you activate) area of you.
It has to be shift right click since right click with dragon egg already does stuff

Question. Can you please make it a cooldown of 15 seconds and so it makes a noise or something? I dont mind what noise aslong as it fits the white particles
