Plugin Request: Upgrade Enchantments

Suggested name: EnchantmentUpgrade

What I want: I would love if it was a possibility someone could make a plugin that revolves around 3 things. Signs, a Custom Item and Enchantments. With signs & enchantments,

[Upgrade]
1 Token
Fortune/Efficiency/Unbreaking
anything on this line

With the item,

Token:
Magma cream, named in ChatColor.AQUA, or "&bToken &7[Right Click]"

Tokens are deducted from how many enchants you upgrade. I want this to be a unsafe enchantment, meaning I can go over efficiency 5 etc.

The main reason I want this plugin is due to the fact I am developing a Prison server, OP prison.

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: enchantmentupgrade.* (Really dont need any, I want it to be available for everyone.)
