PLEASE HELP PERM GLITCH OR SOMETHING

my server is 1.7.2 and it has GroupManager, WorldEdit, mcore, Vault, PlotMe, Multiverse-Core, WorldGuard, MineResetLite, Punishment, PrisonGangs, MarriageMaster, iDisguise, Fart, ChestShop, ClearLag, Modifyworld, Supreme_Enchantments, PrisonRankup, Essentials, SimpleRegionMarket, EssentialsProtect, EssentialsSpawn, RegionManager, EssentialsAntiBuild, EssentialsChat, Factions
and no one that is OP can hold a item or pick one up with out it getting cput in the back of there inventory?
i have no clue what plugin is doing this or how to fix it i have tryed it seems like every permission node for every plugin and i just give up i need help can anyone help me?
it also doesn't give me a error it just takes the held item and puts it in the back of my inventory
