players cant build up more than one block

    i have a server open with a ton of plugins and players cant build up more than one block unless i give them op. it isnt anywhere near spawn. is this a minecraft issue or a plugin issue. 1.16.5 btw upload_2021-3-12_9-41-4.png

    Of course it's a plugin issue, but I don't know half the plugins on the list so you just have to remove them one by one trial and error until it's fixed.
