Solved Players can't break blocks.

Hi guys, today i found a problem on my server. When we are joining in SkyWars or in Spleef, when my friends try to break blocks, they can't. But they can place blocks. I tried to solve this problem for 4 hours but nothing. So i need help. I tried with WorldGuard to allow, but nothing.

I don't have Essentials AntiBuild, i have PermissionsEx and others. Please need help. Thanks.

Try going to server.properties and changing spawn-protection to 0 and let me know if that works.
