Pex Ranking Problem

Ok so this might seem strange considering all the posts i've found related to this topic. But its a ranking problem. I have all the rankings setup the way i want them and i got the prefixs working that isn't the issue. My problem is every time i make a server i promote/demote myself to each rank to check on the permissions and prefixes that i want and everything works smoothly until i reach owner. When i switch myself to the owner rank and try to switch back to a lower rank the prefixes stop working and i keep my super admin privileges. I'm trying to make it when i switch between each rank all the abilities stick with that rank and not the player itself. I'm at a loss and if you need any examples or anything i'll be happy to display it.
