PEX multiworld inheritance issue

I'm trying to setup my server so that every world has the same permissions as the main world but for some reason it's not working. Here is my permission file if that helps https://pastebin.com/fyPhZdBV

 

Try this https://pastebin.com/Nyc97U2g but when giving people groups do /pex user {name} group set {group} and it will set them in that group in ALL worlds

 

No that doesn't work, I just tried that and when I use pex debug while I'm inside of my tardis world and I start pressing buttons and levers i get this error code in console.
