PEX help, cant do commands

I have set up my pex following a tutorial. but when i try to use any command, no matter what group im set to, it says i dont have permission to use the command , i cant seem to find whats wrong, heres the permissions file : http://pastebin.com/a5hpcrnm

try this: replace all of the users stuff with

And as of now that i see you can not do world perms they do not work.
