Looks like multicraft (Unhelpfully) skipped part of the error. Can you post the full thing from your server.log? Also, I would suggest posting this error to PEX: https://github.com/PEXPlugins/PermissionsEx/issues/new

Check if the plugins are uptodate, that you're using the latest version of Java or, in the case of Votifier, that you provided the right IP Address.
