    EvilSeph and his team already have enough to deal with.
    Multi-world plugin management would be very hard for them to do. It would also be hard work for plugin developers to make their plugins compatible with this new feature of Bukkit.
    Just make a new server! You can't expect to have everything with a free, open-source project like Bukkit.

    I can't think of a way to implement this that wouldn't slow down a "regular" server (aka, one that does not need this feature).

    If you can think of one that wouldn't slow down the server, or have a PR to make this happen in a performance friendly way, it would definitely be looked at.
