Permissions system vanilla commands

What would I type for a vanilla command on permissions? I know this is in the wrong section but I was thinking you guys would know this stuff. I know if u wanna add a command to permissions with a plugin you would type (command name here).(your plugin here) but what would i type for the vanilla commands? Thank you.
