Problem/Bug PermissionEX problem

I use PermissionEX for my 1.8 faction server and i have a problem with permissionEX v1.23.3 .

1. I install the plugin
2.I start the server
3.In console say the permissionEX is function
4.I write /pl in console , permissionEX function and everythink is fine and there are 20 plugin
5.I stop the server and i start it
6.In console is no permissionEX and there are no error about it
7.I write /pl and there is no permissionEX and there are 19 plugins
8.I go the check the plugin's folder and permissionEX is there nothing change
9. If i delete the plugin and I install it again he will be there just for first start then he dissaper from console but he is still in plugin's folder

I dont knwo why is happenig this , if somebody can help me please do it .
