   What i want is a plugin that will make it so that only the user with rank '1' in as their rank in PEX config can do the command /op. I have the rank admins which has the permission '*' and i have the rank owner which has the permission '*' i want the owner to be the only one to do /op.

   If you give a negative permission node, it should override '*'.
