Out of Date Error?

Well, I'm really new to coding, and when i try run my plugin it still says, "Error Enabling ZiPECON v1.0" "Is it up to Date?"
When i have the latest development bukkit build added into the plugin,
Can someone please help me?

I've tried redownloading the new version of the bukkit plugin development build etc, and tried fixing up the code but still nothing, aparantly its still Out of date :S
